This is easily the road designers fault and may also result in bad human decisions
Did you actually take a look at the picture further down in the article?
IDK what the purpose of that arrangement is, but it is extremely clear that you are not supposed to cross that line.
Yet a normal road designer might put cross hatches or something in there to indicate do not go.
