Did they not see the video? Bus was almost at a full stop and it still took the truck 5 seconds to hit it at Mach Fuck. Not even a nervous driving instructor would call a >5 second follow distance “too close.”
I wouldn’t be surprised if the driver is a cop or at least knows the investigators. Sounds like a very fishy conclusion, the video makes it obvious he definitely had time enough to react.

Yep, that’s exactly what I thought. Even if you say that you were “brake-checked” for example, the cops in NYS will still give you a ticket and tell you to take it with the courts.
§ 1129. Following too closely. (a) The driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard for the speed of such vehicles and the traffic upon and the condition of the highway.
Not to mention that NYS has stricter laws than most other states regarding stopped school busses; if they’re stopped, you can’t drive past them even if you’re in opposing traffic.
