One way to avoid the pitfalls of hosting for others is hosting an instance just for yourself. Maybe immediate family too.
As for RAID, just go with TrueNAS software raid (courtesy of ZFS). All that is needed are physical bays and SATA cables/ports. You can buy cheap external bays if there aren’t enough on the PC.

I can’t, since I’m not a voyager developer. But as far as I know you have to rely on some notification system. Not sure if this can be had for free, but I know Google’s is very much not privacy respecting - which is why privacy focused phone OSs don’t bundle it.

Notifications in mobile apps aren’t easy. A developer can’t just write code for the app to poll the server every x minutes. When the app isn’t at the foreground, it’s usually frozen and can’t execute any code. So, to get notifications, the app must rely on the host operating system and must have a server running somewhere to talk to the OS. Servers cost money, so now the developer must charge something from users, or sell their data, etc.
So, rejoice on the fact that Voyager is putting you in control of your data, ethically. And just check the app every now and then.

I share your optimism to a point. If it convinces one municipality to not adopt Flock, it’s a victory. That said, I can see a corrupt government issuing an alert to track a car down. However, if done correctly, this action will be undeniable and visible, and it can’t give them heavy information.
Take a look at trusted computing. The issue is someone modifying your software to collect more data than you intend, right? Make it so stock versions can’t talk to modified versions. This involves a fair bit of cryptography that goes way above my head. But for a technical solution, that’s where I’d start to look at.
For the time being, offer it exclusively as SaaS, while you figure out a game plan to solve this conundrum.
