Nope, they’re just available to pre-order with an estimate of shipping from Q3 this year. They’re not shipping now.
I just checked, the gmktec link above says that their product is supposed to ship in Q1-Q2 this year, earlier than framework’s.

There are different flavours of Ubuntu with the other desktop environments (called Xubuntu, Kubuntu, and so on). The posted screenshot is indeed a mishmash of Gnome and Xfce though.

Unfortunately, many applications that used to be desktop applications in the past are now programs that run in the web browser. It doesn’t matter anymore if they are a lot less effective than being native.
That is the problem - the web needs to be a lot simpler, browser development should cost fractions of that. It got unnecessarily, absurdly complex.
