Keep in mind that these sorts of oversight committees set something called precedent, which means the results of the hearing will continue to have consequences even after the fascist administration is over and gone.
If they need to adjust the verbiage to narrow it to an exception for precise circumstances, that’s one thing. It doesn’t need to be viewed as “either it’s always allowed or it never is.” There’s an entire category of stuff that could be “potentially disqualifying” but situation-dependent and can be granted waivers on a case-by-case basis. This could potentially be one of those things.
But erasing the struggles of human trafficking victims by saying “that never happens” without any actual knowledge of the circumstances, is not the correct response to fascism. Bite me if I’m wrong.

Under the law, we do not criminalize or hold people to actions taken under duress. You can keep the policy and just qualify the action to having been done willfully. You don’t need to allow abusers in to open the door for victims.
