    They do.

Filming under skirts is illegal in Germany, and carries a two-year sentence in jail. […] The Teufelsrad tent is hung with signs and police posters in German and English warning against filming under people’s skirts, but Polaczy says it is impossible to control everyone filming with smart phones.

I mean, from the same article I have to keep reading on your behalf:

This year, police arrested a 45-year-old Swiss man for using his phone to film under a German woman’s dirndl. Last year there were 10 arrests for upskirting and seven in 2024.

I don’t think I can compile enough statistics on the niche crimonology of “people who take upskirt shots at Oktoberfest” to satisfy “do they follow through on that?” – nebulous enough that the goalposts could be anywhere, especially for someone who can’t be bothered with the bare minimum effort to inform themselves on the topic – but it’s enough that I hope you’ll consider researching the topic further if you want to justify being this obnoxious.

I don’t know what you’re talking about – specifically or generally.

Tbf it’s still really frustrating that people can’t help but target women in this way no matter how many warnings or punishment or altering of behavior there may be.
