They were essentially a combined shapewear and bra, and most women achieved those exaggerated silhouettes with padding, not tightening things. The materials corsets were made of back then (whale balleen, paper, reeds, ribbons, cording and sometimes a wooden busk) weren’t puncturing anyone’s lungs. It was just a popular past time of men in the day to ridicule and belittle women for their fashion choices, a time honored tradition that continues to this day.

It can provide protection, practicality like pockets and bags for carrying items, non-verbal communication, disguising or bolstering one’s identity, etc.
Men also enjoy fashions that are not practical on first view.
Utility and fashion are not the same most times, especially “fashion” shows. These pants are stupid and dangerous and serve no utility purpose other than looking flowy. They could be adjusted to be safe and the light flowy feeling won’t go away.
